What is the best and easiest web design program that I can download?

Im looking to make a website that is not bound to be hosted by the likes of Bluevoda etc as they cost too much.
On the website I would like to have banner ads to help generate an income on the wesite or even google adds for now.

    Do check out, sites.google.com and

    In both cases you have WYSIWYG editors, and nothing really needs to be downloaded. In my personal opinion thy are the best and most easiest. (and also free)
