What is the cheapest effective web design program?

I took a class in FrontPage, but think Microsoft has discontinued it?
When I tried to use Word, it told me it couldn’t find my URL, but it was spelled right and I tried with the same result from all the Office programs.
Web hosting programs like Yahoo’s and, (thank you Mr. Jake) Homestead, are great, but my domain name is already registered with someone else and I would have to cut it free from them first and reattach it to the new host?

Microsoft Frontpage would be fairly cheap, but the best is Macromedia Dreamweaver.
Microsoft Publisher, or you can use Microsoft Word to create the page, then use the option that lets you view it as a webpage
Yes, FrontPage is gone, however it’s replacement is much much better. One of the Frontpage replacements is SharePoint Designer 2007. If you want something easy to work with you have to check out SharePoint. I was able to build 95% of my current project without the designer or any coding at all (www.findinfertilitydocs.com). But, using the designer I was able to build in some nice workflow and stuff like that. But, again all I used was the content based management system for the most part.
