    Its suprising sometimes what you can make websites with. But if you go into microsoft word or a similar program. And go to the web view you can actually make a website there. And it works pretty well. Also I think frontpage is free, well atleast I think.

    Try doing a google seach.

    Edit:
    Go on freehostia.com thats normally pretty good, it requires to phone up to activate though.

    the Dreamweaver has free ftp inside it also.
